On the question of what facilities were in fact missing or required improvements, he suggested that the unified operation of all ferry services was over due and mentioned that Mr. Caine before leaving the Colony had expressed the opinion that it would be a scandal if the ferry services remained in private owner ship.

He considered that whe re companies received protection there should be some control over their di vidends. There was a danger of perpetuating monopolistic rights.

He did not criticize the companies, but objected to the narrowness of the provisions of the Report and regarded that objection not as theoretical but as practical.
